Și anul acesta s-au dat mici și bere în parcul IOR. Printre meseni, și primarul Robert Negoiță, ca tot cetățeanul. Câțiva oameni din Vulturilor ne-am strâns și am mers să vorbim du dl. Primar.

“Domnule primar, aveți câteva minute? Noi suntem dintre evacuații din Vulturilor, avem copii, dormim cu ei în barăci”.
“Da”, spune primarul “am 100 de case pe care le dau vara asta și încă 100 în toamnă. Dar voi face asta conform listelor de prioritate”.

De atunci primarul trece pe strada noastră frecvent. Noi îl salutăm, domnia sa, împreună cu șoferul, ne salută și ei. Cu toate astea, trec mai departe fără ca măcar o dată să oprească. Merge foarte mult prin Sectorul 3, vorbește cu cetățenii despre borduri, reabilitarea blocurilor..orice alte probleme decât a noastră. Iar, aceeși strategie tipică a primarului: “uite casa, nu e casa”.

Am fost, iar, în audiență la Primăria Sector 3. Alături de noi a venit un reprezentant al ONG-urilor care ne susțin. Domnul viceprimar, care ne-a primit în audiență, intrigat de prezența acestuia, ne-a întrebat cine este. I-am explicat că ne însoțește și ne sprijină. După acest moment, viceprimarul a fost foarte drăguț cu noi. Mi-a explicat că procedura ne cere să anunțăm de fiecare dată dacă venim însoțiți.
I-am explicat că în curând voi naște și că îmi este imposibil să țin un nou născut în casa improvizată, în stradă. Am încercat să explic că este inuman ca doi copii să trăiască în barăci, fără condiții de viață decente.

There is a local custom to have a barbecue with free beer and food given by the local authorities in District 3. As an ordinary citizen, the mayor announced his presence at the event. Few of us, the people evicted in Vulturilor, went to discuss with the mayor.

“Mister Mayor, do you have some spare minutes? We are from Vulturilor, the people evicted and living on the streets. We are currently living with our children in shacks, on the sidewalk”.
“Yes”, he says, “I have 100 houses that I will give this summer and another 100 in autumn. But I will do this for the people in most extreme emergency”.

Ever since, the mayor passes by, in his car, with his driver, on Vulturilor and responds to our salute. But nothing more, he never stops. He goes very often on the streets to talk with the citizens. They are talking about the streets, about the green spaces, or the efficient energy system for the buildings, but never about social housing. Again, the same old strategy: here is the house, but we have no houses.

I was in a public audience, once more, to the City Hall of District 3. This time I met the vice-mayor. He let us in because we came along with one of the representatives of the NGOs that support us. He asked about his presence and asked us to announce us in the future if we were to come accompanied again. After explaining him who was the person that came with us, he changed his tone and was very nice to us. I explained him that we are still living in our shacks, with no decent living conditions. I told him that soon I am to deliver my second child and that I cannot live there, with two children.

Domnul viceprimar a fost extrem de mirat de această informație – nu știa că noi încă locuim în stradă. I-am povestit că am aflat direct de la domnul primar despre cele 100 de case pe care urmează să le dea în vară și celelalte 100 plănuite pentru toamnă. Domnul viceprimar mi-a explicat că, de fapt, aceste locuințe nu sunt încă definitivate. Că de fapt este vorba despre un liceu și că trebuie să îi schimbăm destinația: “Dar puteți merge la un centru unde stau mama și copilul”. I-am explicat că am fost deja acolo și că nu vreau și nici nu pot să retrăiesc acele momente de umilință. Mai mult, copiii mei au un tată și consider firesc să trăim cu toții, împreună, ca o familie. “În acest caz, doamnă, ar trebui să mai așteptați cam 5 luni. Și puteți sta tot în baracă pentru a avea sanșe să primiți casă. Și ar trebui să faceți cerere că doriți o singură cameră pentru a primi în acest imobil. Vă urez să aveți o naștere ușoară și să ne auzim cu bine”.

O audiență și o întâlnire ca toate celelalte de până acum: fără să primesc vreun sprijin real, doar cu sfaturi despre ce ar trebui să fac eu pentru ca instituțiile statului să mă ajute. Nimic până acum despre ce ar trebui să facă instituțiile statului ca să respecte legea și să își protejeze cetățenii.

He was rather surprised to hear that we are still there. I asked him about the 200 homes that the mayor told us about. The vice-mayor explained that actually there are no homes yet. That they will convert a school into living units, but that they are still looking for funds for this. “But you have the option to go to the mother and child center. You can live there”. I explained him that I have already done that and that I cannot go through the same humiliation again. And what is more, my children have a father and we consider that our family should be together.
“In this case, madam, you should wait appreciatively 5 months. And if you want to have a real chance, you should carry on living in the shack. And you should apply for a one-room house if you want to live in this new building that we will convert. I wish you an easy delivery and goodbye”.

A meeting similar to tens other meetings with public authorities – without real support, only with some advice about what I should do – so that the public authorities may help me. No discussion about what the public authorities should do so that they obey the law and they protect their citizens.
