Dragi mei, îmi cer scuze că nu am mai vorbit cu voi în ultima vreme. Am avut ceva probleme cu fiul meu, Silviu. Acesta îmi răcește tot timpul. Am stat ceva timp în spital, apoi mi-a fost tot mai greu să am acces la internet.

Vă spuneam ultima dată cum am găsit anchetele sociale uitate pe niște birouri. De atunci am tot așteptat un răspuns de la Administrația Fondului Imobiliar, dar nimic. În schimb am primit, pe 16 martie, o somație în scris: trebuie să părăsim barăcile ÎN 48 DE ORE. Oficial, Negoita (primarul) nu ne mai vrea pe stradă. Am alertat pe toată lumea. Toate femeile din tabără am fost la primarie, să încercăm să vorbim cu primarul, dar, ce să vezi, parca toată lumea ne aștepta. Sau cel puțin se așteptau să ne ducem bine acolo, să-I întrebăm despre situția noastră și despre această nouă evacuare ridicolă. Bineînteles că nu ne-au lăsat pe toate să intrăm, așa ca mi-au dat voie să intru singură, în calitate de reprezentant al comunității. Așa am putut să negociez cu ei și să obțin o audiență la viceprimar, în 2 zile, adică miercuri la 9, dar am intrat pe la 10-30.

Dear all, I apologize for not keeping you up to date lately. I had some problems with my son, Silviu. He falls ill with the flu all the time. I spent some time in hospital, and then had difficulties in connecting to the internet.

In the last article I told you about how I found the missing social inquiries on some desk. Since then we’ve been waiting for an answer from the Property Fund Administration, but haven’t received any. Instead we received, on March 16, a written notice saying that we have to leave the barracks within 48 hours. It’s official: Negoita, the mayor, no longer wants us on the street. I alerted everyone. Together with all the women in the camp we went to the City Hall to try to talk with the mayor, and apparently everyone was already waiting for us. Or at least they expected us to go there to talk about our critical situation and this ridiculous eviction notice. Of course they wouldn’t see all of us, so they gave me permission to go in alone, as representative of the community. So I was able to negotiate with them and get an audience with the deputy mayor, in 2 days, on Wednesday at 9 o’clock, but got in at around 10:30.

Alături de un reprezentant al Frontului Comun pentru Dreptul la Locuire am intrat la primar. Nici primarul nici viceprimarul nu și-au făcut apariția. Doar o secretară care a spus că îi va înlocui în cadrul audienței. Despre atitudinea ei nu are rost să vă povestesc: o doamnă care ne-a tratat cu același dispreț și atitudine arogantă, deși nu ne cunoaște și nu ne știe nevoile și problemele. Ne-a spune ca ei s-au săturat de teancul de reclamații primite de la vecini: ei spun că vecinii ne reclamă ca fiind un focar de infecție, că acum au venit căldurile și că putem pleca unde vedem cu ochii.

Mai mult, ea spune că a trecut pe stradă și ne-a văzut și o deranjăm să ne vadă acolo. M-a întrebat unde mă spăl – i-am spus că acolo imi fac baie, la lighean. Și acest răspuns a deranjat-o tare, spunând că ei nu ne-au gonit toata iarna din stradă ca să nu sară lumea în capul lor și că oricum nu au avut inimă, dar acum nu le mai pasă. I-am spus că din cauza lor stăm în stradă, că de 13 ani noi tot spunem că vom fi dați afară. Din 2009 Primăria a tot dat case, dar nici unul din Vulturilor nu a primit, deși aveam dosare depuse. La aceste replici, doamna a tăcut, apoi s-a ridicat și ne-a spus că discuția se termină aici: “Trebuie să plecați!”.

Together with a representative of the Common Front for the Right to Housing I went to the mayor. Neither the mayor, nor the deputy appeared. Instead we were heard by a secretary who said that she would replace them during the hearing. It’s pointless to tell you about her attitude: she treated us with the same contempt and arrogance, although she doesn’t know us or our needs and problems. She said that they had enough with the complaints from the neighbors who apparently see us as a potential source of infection and who think that now, when the weather is warmer, we can go anywhere.

She also said that she walked pass the street and she was bothered by seeing us. She asked me where I bathe and I told her that I use a basin for that. She was even more bothered by my answer and told me that the only reason they let us live on the street was because they feared people would accuse them of being heartless, but they don’t care about that anymore. I told her that it’s their fault we ended up on the street, as we knew we were about to be evicted ever since 13 years ago. The City Hall provided social houses since 2009, but no one from Vulturilor ever received any, even though we have submitted requests.  The lady stayed silent following these remarks, then stood up and told us that the discussion ends here: „You have to leave now”.

Tot miecuri, dar la ora 11.30, am fost în audiență și la AFI. Aceștia nu stiau ca voi veni însoțită de un avocat – mediator. Am intrat, în sfârșit, la renumita și ascunsa CARMEN IVĂNOIU. Aceasta mi-a vorbit elegant și frumos, încercând sa ne explice că de fapt vina este a oamenilor care n-au adus actele la timp și că ei, ei au lucrat “zi și noapte la acest caz” și au dat răspunsuri oamenilor din Vulturilor din 2 in 2 zile. Ha, să fim serioși! Doamna spune că nu toti ne incadrăm să primim case pentru ca n-am adus actele la timp sau pentru că nu ne-am încadrat. Într-o zi tatăl meu a mers să depună o adeverință de salariu pe anul acesta – ne-au obligat, pentru că știu ei că s-au schimbat salariile. Atunci doamna Dana Eftimie i-a spus că eu nu voi primi casă pentru că pentru ei eu sunt “o bolă neagră”, că ce scandal le-am facut, proteste, telefoane, mers la ei mereu și toate demersurile pe care noi le-am făcut până acum. S-au ținut de cuvânt, așa că am primit o înștiințare că am fost respinsă de comisia de evaluare și că nu voi primi casă. Am aflat ulerior că o altă familie a primit același răspuns.

Între timp, noi am facut plângere la Judecătoria Sector 3 pentru amânarea evacuării taberei. Urmează să primim un răspuns pe 26. Astăzi una dintre familii spune că a fost sunată să meargă la AFI și să semneze decizia că a primit repartiția (adică că a primit casa), dar că mai durează până intră în posesia ei deoarece blocul nu este legat la rețeaua de apă și lumină, cam una, două luni. Această familie este singura care spune că azi a semnat pentru a primi casă. Nu știu sigur dacă cea ce spune este adevărat, dar voi cerceta și vă voi spune care este adevărul.

Vă rog, rugați-vă să primim toți case. Acum avem nevoie de VOI mai mult ca niciodata. Sunt cam două, trei familii care au acceptat să meargă la Centru de teamă că nu vor primi casă. Ne temem că nu mai avem foarte multe opțiuni, ne temem că vom fi abandonați.

Also on Wednesday, at 11:30, I had an audience with the AFI. They did not know that I will be accompanied by a lawyer – mediator. I finally cog to meet the famous  CARMEN IVANOIU. She spoke to me in a courteous and elegant manner, trying to explain that it’s our fault for not bringing the documents on time and that they worked „day and night in this case” and kept in touch with the people from Vulturilor every 2 days. Ha, come on! She told us that not all of us qualify for receiving social houses, either because we didn’t bring the documents on time or because we don’t meet all the criteria. My father went to get a salary certificate for this year – they forced us to bring one because they know that wages have changed. Then Mrs. Dana Eftimie told him that I will not get a home because I’m like a “black plague” for causing such scandal with protests, phone calls, public audiences and everything we’ve done so far. They kept their word, so I received a notice that I was rejected by the evaluation committee and I will not get a social home. I then learned that there’s another family who received the same answer.

Meanwhile, we made a complaint to the 3rd District Court, in order to postpone the eviction of our camp. We are supposed to get an answer on the 26th.  One of the families was called to go to AFI and sign the repartition for a social home, even though it will take another month or two until they can move in because the building doesn’t have electricity or running water yet. This is the only family who received such a notice. I’m not sure their claims are true, but I will investigate.

Please, pray for all of us to receive homes. We need YOU now more than ever. There already are two or three families who agreed to go to the center for fear that they will not receive a home. We fear that we do not have many options, we fear that we will be abandoned.
